The landlord Jesús Pliego Frissac, presidents of the City Hall, ordered the construction of this building in the late XIX century. President Adolfo López Mateos acquired it for personal use, and later became the Lancaster School of the bicultural British-Mexican project.
Nowadays the building is a cultural center where lessons of engraving, puppets, basketry, ceramic, guitar, photography, painting, and more. It also host exhibits, cultural events and colloquiums.
