In the early 19th century it was the house of the Count de Heras y Soto, one of the signatories to the Declaration of Independence of 1821. The house consists of two buildings, both with main courtyard and a single facade. It currently houses the historical archive of public administrations that have ruled in the Distrito Federal since 1524. The documents include bundles rescued from the fire in the Viceregal Palace during a riot by the writer Carlos de Sigüenza y Góngora in 1692.
The funds are divided into council Proceedings, city council, municipalities, government of the Distrito Federal, DF Department, prisons and the Esperanza Iris Archive. There is also a planoteca, an image center, posters and illustrations and a library with books from 1696 to 2007.
